This position is located in Battle Mountain. Information about Battle Mountain and the surrounding area can be found at Battle Mountain Chamber of Commerce.
Physical Demands:Long and irregular hours are required, much occurring during periods of fire emergency. During such periods, the incumbent is expected to work long hours on their feet with the usual stresses associated with tanker base operations.
Work Environment:The majority of activities are performed in an airport environment. Moderate to extremely hot, dry conditions are common. Work requires use of safety equipment including hearing and eye protection. Exposure to chemicals is frequent. The work involves exposure to turning propellers, turbine engines, and excessive noise levels generated by aircraft. Associated stress is present due to the nature of the work, i.e. extreme caution must always be observed when fueling, loading, or moving aircraft.

### Responsibilities
Performs day-to-day administration of contracts and maintains records associated with aviation activities. Ensures adequate supplies are maintained and monitors/approves quality control evaluations. Completes annual and quarterly reports in accordance with Department of Environmental Protection permits. Receives and dispatches aviation crews. Provides staff, pilots, and managers information on hazards, safety, resource, and base activities as necessary; coordinates all activities with dispatch office. Provides oversight to management and makes recommendations in reference to funding and budget; obtains supplies and materials through agency procurement process. Leads work of base personnel and trains as necessary; serves as a resource to answer questions based on current laws and regulations.

This position falls under the Technical and Medical Support Group Qualification Standard and Individual Occupational Requirements (IOR) for the Range Technician 0455 series.
Passage of a pre-employment physical is required.
THIS IS A DRUG TESTING DESIGNATED POSITION. In accordance with Executive Order 12564 and under the Department's Drug Free Workplace Program applicant(s) tentatively selected for this position must submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. The position is subject to random testing for illegal drug use.
You must be 18 years of age or older to be assigned to a hazardous position.
This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION.
You will need to clearly state your undergraduate/graduate degree(s) and submit all your college transcripts or a listing of your college courses that includes hours and grades.
### Qualifications
**Qualification Requirement Using Specialized Experience or Education:**
In order to be rated as qualified using specialized experience, we must be able to determine that you meet the definition(s) below; please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled.
To qualify for GS-06: One year of specialized experience, equivalent to GS-06 in the Federal service, successfully performing as qualified ramp manager; OR experience having successfully performed as a Single Engine Air Tanker (SEAT) manager trainee (Must provide Incident Qualification Master Record print out); OR one year of graduate level college education in a field directly related to range technician fire work such as a major study in forestry, fire science or a field directly related to this position; OR an equivalent combination of education and experience.
To qualify for GS-07: One year of specialized experience, equivalent to GS-06 in the Federal service, having successfully performed as air tanker base trainee; OR qualified as a Single Engine Air Tanker (SEAT) manager (Must provide Incident Qualification Master Record print out); OR completed six months of graduate level college education related to range technician fire work such as a major study in forestry, fire science or a subject-matter field directly related to the position; OR an equivalent combination of education and experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.
**Selective Placement Factors:**This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.
PRIOR WILDLAND FIREFIGHTING EXPERIENCE REQUIRED. Applicants must have 90-days of prior wildland firefighting experience. This must be evidenced in your application. The Department of the Interior defines wildland firefighting experience as: any non-structure fire that occurs in the wildland. Wildland firefighting experience is gained through work on the fire line in containment, control, suppression or use of wildland fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Periods of wildland firefighting experience gained through militia and rural fire departments can also be credited as long as the total amount of this experience equates to at least 90-days. Wildland fires are categorized into two distinct types:
1) **Wildfires** - Unplanned ignitions or prescribed fires that are declared wildfires, and 2) **Prescribed Fires/Planned ignitions.** This description includes only fireline experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience.

This is a seasonal appointment; you will be in a pay status for at least 6 months, but less than 12 months a year. When work or funds are not available you will be placed in non-pay status. The maximum entry-age for this position shall not exceed age 37; unless you have sufficient prior Federal civilian firefighter experience or you are a preference eligible veteran. If you are a preference eligible veteran, you may be eligible for this position after your 37th birthday. You must supply a copy of your Defense Department Form 214 (DD-214) along with Standard Form 15 (if applicable) and any associated documentation in accordance with the instructions in this vacancy announcement. You will be evaluated for this job based on how well you meet the qualifications above.
