Qualifications




Nuclear Facility Worker - This position is subject to the requirements of DOE Order 426.2. Education and experience requirements will be screened accordingly.



+ Bachelor's degree in a technical related field and 2 years' of professional level experience, or equivalent training and experience.


+ Experience specific to nuclear and/or hazardous material operations is preferred.


+ Experience working with requirements based systems for areas such as nuclear material operations, facility operations, maintenance, radiological facilities, high explosives operations, or chemical handling, storage, transfer, and controlled release activities.


+ Training or experience in areas related to nuclear operations or nuclear maintenance such as those found at a DOE nuclear facility, commercial power plant, or US Navy Nuclear Propulsion Program is a plus. Ability to read and follow detailed instructions utilizing Standard Operating Procedures (SOP's).


+ Conduct in-service inspections (ISIs) and system surveillances.


+ Working knowledge of the regulatory environment for operational/experimental activities conducted in nuclear facilities and or facilities where hazardous materials are handled.


+ Familiarity with DOE/NNSA Orders (or industry/government equivalents) is desired in the following areas: DOE O 225.1B, Accident Investigation; DOE O 232.2A, Occurrence Reporting and Processing of Operations Information; DOE O 414.1D, Quality Assurance; DOE O 420.1C, Facility Safety; DOE O 422.1 Conduct of Operations; DOE O 425.1D Verification of Readiness to Start Up or Restart Nuclear Facilities; DOE O 435.1 Radioactive Waste management; DOE O 426.2, Personnel Selection, Training, Qualification, and Certification Requirements; and/or DOE O 458.1, Radiation Protection of the Public and the Environment.


+ Demonstrate the ability to interpret and determine effective and compliant implementation of Company Directives implementing the order requirements.


+ Must have a strong working knowledge of formal work control and Integrated Safety Management.


+ Demonstrate proficient and effective oral and written communication skills and the ability to effectively communicate to a diverse audience varying from individual contributors, engineers, scientists and senior management.


+ Ability to work in diverse operating conditions varying from construction/industrial facilities to an office environment.


+ Should have basic proficiency in: MS Word, Excel, and PowerPoint.


+ Must have the ability to maintain highest levels of confidentiality when dealing with proprietary information and sensitive situations.


+ Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.


+ Must have a valid driver's license



Department of Energy Q Clearance(position will be cleared to this level) and Human Reliability Program (reference, "Human Reliability Program") certification. Reviews and tests for the absence of any illegal drug as defined in, "Workplace Substance Abuse Programs at DOE Sites," will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, will be required. Reference, "Counterintelligence Evaluation Program."





Eligibility Requirements - To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference, "Personnel Security."

Responsibilities




This position reports to the Conduct of Operations (CONOPS) Manager of the Operations Assurance Division within the Mission Assurance Directorate.



+ Serves as a Subject Matter Expertise (SME) for Conduct of Operations principles (shift turnover, communications, repeat backs, procedure/compliance, log keeping, required reading, on-shift training, out-of-specifications, alarm response, lockout/tag out, etc.) as disseminated through company policies, directives, and established work processes.


+ Initial assignment includes assisting less than hazard category (HazCat) 3 nuclear facility and project management with development of CONOPS culture founded upon specific hazards presented.


+ Provide support and feedback during 3- year matrix updates as required per DOE O 422.1, "Conduct of Operations."


+ Serve as an analysis team member in support document reviews, interviews and report writing.


+ Provide coaching to facility, project, and other company personnel concerning expected performance of company policies, directives, and established work processes.


+ Accurately convey operational and organizational performance results with the appropriate facility management, project management, and NNSA/NFO Facility Representative. Exercise independent judgment within level of responsibility as a CONOPS representative while allocated to a facility, project, document or procedure review team, or other working groups as directed.


+ Support facility critiques and fact-finding activities when required.


+ Apply knowledge and training to ensure all activities are conducted safely and consistently in compliance with applicable requirements.
